Project Manager/Reporting Lead

The Project Execution and Reporting Lead supports the Program Manager in managing day-to-day execution, coordination, reporting, and governance tracking across all program streams. The role ensures clear plan-vs-actual visibility, disciplined follow-ups, timely reporting, and effective cross-stream coordination. This role does not have detailed planning or scheduling activities.

1. Program Manager Support

- Act as the primary execution support to the Program Manager

- Support preparation of executive communications, customer responses, and internal coordination updates

- Track daily priorities and ensure timely follow-ups and closures

2. Execution Tracking (Plan vs. Actual)

- Track execution progress against approved plans provided by the Planning team

- Monitor key deliverables across all streams (Design, HES/MDMS, GIS, Billing, Infrastructure, Field Operations, Vendors)

- Identify delays, risks, and dependencies, and escalate with impact assessment

- Maintain execution trackers for actions, risks, dependencies, and decisions

Note: This role does not own planning, scheduling, or baseline management.

3. Reporting & Dashboards

- Prepare and maintain daily and weekly execution status reports

- Develop management dashboards and summaries

- Support reporting for PMO, Technical Design Committee (TDC), Executive Board, and Supervisory Board meetings

4. Cross-Stream Coordination

- Coordinate with stream leads and vendors to track commitments and close pending actions

- Support resolution of cross-stream dependencies

- Actively follow up on critical items impacting timelines and delivery

5. Governance & Process Discipline

- Support adherence to agreed governance and meeting cadence

- Ensure meeting actions and decisions are documented and tracked to closure

- Coordinate with the Document Controller to ensure timely submissions and compliance with  document standards

6. Risk & Issue Support

- Assist in identification and tracking of execution risks

- Support mitigation planning and escalation to senior management when required

Qualifications:

• Bachelor’s degree in engineering, Technology, or related discipline
• Minimum 5+ years of experience in Project Management
• Strong execution tracking and follow-up skills
• Ability to work with senior stakeholders and cross-functional teams
• Strong analytical and reporting capabilities
• High attention to detail with strong ownership mindset
• MBA or Project Management certification is a plus (not mandatory) 
• Strong proficiency in Azerbaijani and English (written and verbal) Russian language is a plus
