Description

  • Ensure all procurement activities are conducted in full compliance with internal policies, procedures, and applicable regulations;
  • Align procurement processes and sourcing decisions with organizational policies and standards;
  • Ensure procurement solutions effectively meet end-user requirements in terms of quality, cost and timelines;
  • Collaborate closely with end-users to validate needs and deliver fit-for-purpose procurement outcomes;
  • Handle Pasha Malls centralized Vendor Management Processes;
  • Manage supplier pre-qualification and handle centralized contract management processes;
  • Administer the procurement report and provide guidance to end-users on ongoing activities;
  • Participate in and facilitate procurement consolidation processes, including demand planning and identification of consolidation opportunities;
  • Conduct meetings with relevant stakeholders to ensure alignment with procurement policies, procedures, and processes;
  • Work closely with end-users to understand procurement requirements;
  • Prepare and manage daily, monthly, and quarterly reports;
  • Identify and deliver cost-saving and value creation initiatives (e.g., cost reduction, cost avoidance, demand optimization);
  • Contribute to process improvement initiatives to enhance procurement efficiency and effectiveness;
  • Maintain accurate and auditable procurement documentation and reporting in line with internal and external audit requirements;
  • Analyze procurement-related issues and coordinate with the line manager on required actions. 


Requirements

  • Bachelor’s or Master’s degree in Supply Chain Management, Engineering, Finance, Economics or a related field;
  • Minimum 3+ years of progressive experience in procurement, including exposure to centralized and consolidated sourcing models;
  • Proven track record in end-to-end procurement lifecycle management- demand planning, sourcing strategy, tendering, negotiation, contract award and supplier performance management;
  • Strong experience in consolidated tenders, including opportunity identification, scope optimization, cost-saving initiatives;
  • Demonstrated expertise in supplier selection, pre-qualification, and development, with the ability to build and maintain a high-performing supplier base;
  • Advanced skills in supplier performance management;
  • Analytical capabilities with strong Excel skills;
  • Understanding contract management principles, commercial terms, and risk mitigation practices;
  • Excellent negotiation, influencing and conflict resolution skills, with proven ability to deliver measurable cost savings and value creation;
  • Strong stakeholder management skills, with the ability to build trust and effectively collaborate with cross-functional teams and senior management;
  • Strong communication skills in Azerbaijani and English (advanced level), both written and verbal;
  • Results-driven, proactive, and capable of managing multiple priorities in a fast-paced environment while maintaining high attention to detail.
