Description

• Support the development, implementation, and continuous improvement of the project’s Health, Safety, and Environmental (HSE) policies and procedures, ensuring alignment with legal requirements, client standards, and international best practices, including ISO 45001 and ISO 14001 frameworks.

• Act as a key contributor in preparing and maintaining HSE-related policies and procedures, including risk management, emergency preparedness, site safety protocols, and environmental protection.

• Review and validate HSE documentation submitted by site teams, including daily safety reports, incident records, risk assessments (JHA/RA), method statements, inspection checklists, and training records.

• Monitor that HSE documentation from subcontractors and site teams complies with company policies, contractual requirements, and applicable regulations.

• Maintain proper document control practices, ensuring all HSE policies and records are up-to-date, correctly structured, and managed (version control, approvals, and filing).• Assist in implementing a risk-based approach by supporting hazard identification, risk assessments, and tracking of mitigation actions.

• Support periodic internal reviews and audits of HSE documentation and follow up on corrective actions.

• Ensure HSE requirements are clearly communicated and properly applied across project teams.

• Participate in coordination meetings related to HSE documentation and compliance; track and follow up on action items.

• Support preparation for client and third-party HSE audits by organizing required documentation and ensuring readiness.

• Assist in delivering HSE awareness sessions and guidance to site teams on proper use of templates, forms, and procedures.

 

Requirements

·    Bachelor’s or Master’s degree in Environmental Engineering, Occupational Health & Safety, Civil/Mechanical Engineering, or a related technical field from an accredited institution. A minimum of 10 years of professional experience also min 3 year as HSE Manager roles within the construction or real estate development or oil and gas sector is required, with a strong background in policy development and documentation review.

·      Candidates must demonstrate:

·      Expertise in authoring and implementing HSE policies and procedural manuals in line with ISO 45001, and ISO 14001 frameworks

·      Proficiency in reviewing and evaluating site-originated documents, reports, and safety submissions for compliance and completeness

·      Strong command of documentation systems, record control, version management, and regulatory filing requirements

·      Excellent written and verbal communication skills for technical documentation, report writing, and policy presentation

·      Ability to train and support site personnel on the correct use of HSE templates, forms, and procedures

·      Prior experience in hospitality, hotel, or large-scale mixed-use developments is a plus

·      Recognized certifications such as ISO 45001 Lead Auditor, or equivalent are mandatory. Fluency in English is required.

·      Experience working in multinational and multicultural project teams is highly desirable
