HSE/QA Specialist

Implement, monitor, and enforce HSE and QA procedures for meter installation, testing, and commissioning

Conduct risk assessments, site inspections, and safety training for staff and contractors

Develop, maintain, and manage quality plans, inspections, and documentation, including ITPs, NCRs, and reports

Ensure compliance with local regulations, client standards, and ISO certifications

Investigate incidents, non-conformances, and near misses; recommend corrective and preventive actions

Conduct audits, inspections, and reviews to identify gaps and ensure continuous improvement

Promote a culture of safety, quality, and environmental responsibility across all project activities

Coordinate with project, vendor, and client teams to identify, track, and resolve HSE/QA issues

Maintain accurate records of HSE/QA activities and prepare reports for management and clients

Bachelor’s degree in Engineering, Safety, or Quality Management

Minimum 3 years of HSE/QA experience in gas utilities, distribution, or AMI projects

Strong knowledge of local HSE regulations, industry standards, and ISO compliance: Relevant certifications preferred: NEBOSH, ISO 9001, ISO 45001

Proficiency in MS Office and HSE/QA documentation tools

Fluent in Azerbaijani and English; Russian language skills are a plus
