Description

1. Budgeting, Cost Control & Financial Monitoring

Establish, manage, and control project budgets, cash flow forecasts, cost breakdown structures (CBS), and resource histograms across all projects.

Develop and safeguard baseline budgets, ensuring alignment with approved scope, procurement strategies, and execution plans.

Prepare budget comparison analyses, variance reports, and deviation assessments against approved baselines.

Monitor commitments, actual costs, forecasts, and risk exposure to ensure early identification of overruns.

Lead EAC (Estimate at Completion) and FAC (Forecast at Completion) analyses and reporting.


2. Planning, Scheduling & Time–Cost Integration

Develop, maintain, and control master schedules and detailed construction programs.

Ensure full time–cost–progress–cash flow integration across all planning and reporting platforms.

Monitor performance against baseline schedules and budgets, identifying deviations and corrective actions.

Analyze schedule impacts on cost, including delay scenarios, acceleration options, and recovery programs.

Support EOT, delay analysis, and claims-related planning studies when required.


3. Technical Office Leadership

Lead all Technical Office functions, including:

  • Progress measurement methodologies
  • Quantity tracking and earned value analysis
  • Method statement and construction sequencing reviews

Coordinate and control shop drawings, method statements, and technical submittals in line with project programs.

Monitor on-site physical progress and correlate results with cost and schedule performance.

Act as the primary interface between site teams and senior management for technical and performance reporting.


4. Internal Planning, Budget & Governance Control

Review, validate, and approve all internal budgets, schedules, cash flow forecasts, and revisions in accordance with approved baselines and governance procedures.

Ensure consistency between internal planning documents, tender strategies, and execution plans.


5. Tendering & Procurement Management

Plan and coordinate tendering and procurement activities across projects.

Participate actively in tender committees, providing planning, budgetary, and commercial input.

Ensure procurement schedules and bid evaluations align with approved budgets, programs, and risk strategies.


6. Contract Management & Commercial Control

Oversee and control commercial processes related to Contractor and Supplier contracts, including:

  • Interim and final payment certifications
  • Final accounts
  • Variations, claims, and counterclaims

Review, interpret, and revise contracts to ensure commercial, contractual, and risk alignment.

Monitor contractor and supplier payments in coordination with Finance and Contract Management teams.

Participate in negotiations and meetings with Clients, Contractors, Consultants, and Suppliers as required.


7. Contractor & Supplier Contract Preparation

Lead or support the preparation of Contractor and Supplier contracts.

Ensure contracts fully comply with:

  • Approved budgets and procurement strategies
  • Project schedules and technical requirements
  • Company contractual and risk management standards

Provide final technical, commercial, and planning approval prior to contract execution.


8. Value Engineering & Optimization

Lead and contribute to Value Engineering (VE) and cost optimization initiatives in coordination with:

  • Development
  • Design & Engineering
  • Construction Management
  • Procurement
  • Finance

Evaluate alternative design solutions, construction methods, materials, and sequencing options.

Assess cost, schedule, and risk impacts of VE proposals and present structured recommendations to senior management.


9. Reporting, Risk & Management Support

Prepare weekly, monthly, and executive-level reports covering:

  • Budget and cost performance
  • Cash flow and forecast updates
  • Schedule and progress status
  • Key risks and mitigation actions

Identify high-risk cost and schedule areas and propose corrective and preventive measures.

Act as a trusted advisor to the Head of Construction Management.


10. Systems, Tools & Process Leadership

Lead the effective use of international project control systems, including:

  • Primavera P6
  • MS Project
  • Procore, Oracle Aconex, or equivalent platforms

Ensure standardized use of templates, procedures, and reporting methodologies across projects.

Continuously improve internal budgeting, planning, technical office, and reporting processes in line with global best practices.

Requirements

Bachelor’s degree in Civil Engineering, Construction Management, or a related field

Minimum 10 years of professional experience in large-scale construction and development projects

At least 8 years of experience in a managerial role within Budget & Planning, Project Controls, or Technical Office functions

Proven hands-on experience in residential, hospitality, commercial, and mixed-use developments

Demonstrated experience in managing planning, cost control, tendering, and contract administration processes

Strong analytical expertise in budgeting and cash flow management

Practical working knowledge of Primavera P6, MS Project, and Excel

Fluent in Azerbaijani; good command of English

Strong leadership and team management skills
