Support the development, implementation, and continuous improvement of PMO frameworks, methodologies, governance structures, and tools.
Ensure consistent application of project governance standards across all initiatives.
Develop and maintain project documentation, templates, policies, and procedures in alignment with best practices.
Provide guidance, training, and mentorship to project teams, managers, and stakeholders on project management principles and best practices.
Facilitate lessons learned sessions and post-project evaluations to drive process improvements and knowledge sharing.
Monitor and report on project performance, risks, and compliance with governance frameworks.
Prepare and deliver executive-level presentations and reports to senior management and government stakeholders, ensuring clarity, transparency, and actionable insights.
Collaborate with cross-functional teams to ensure alignment of project goals and execution with organizational strategy.
Lead multi-vendor initiatives, managing complex dependencies between global suppliers, government bodies, and internal teams.
Oversee risk, issue, and change management processes, ensuring timely escalation and effective mitigation.
Ensure compliance with procurement policies, contracts, and milestone payments, supporting legal alignment of projects.
Strong practical experience in utilizing project management tools and platforms (e.g., MS Project, JIRA, Asana, Trello).
Promote the adoption of Agile, Waterfall, and Hybrid delivery methodologies, adapting approaches as necessary for project context.

Bachelor’s degree in Business Administration, Project Management, Engineering, IT, or a related field.
Professional certifications: PMP is mandatory. Agile certifications (PMI-ACP, SAFe Agilist, Scrum Master) are highly advantageous.
Minimum 3+ years of project management or PMO experience, ideally in large-scale or multi-vendor environments.
Strong knowledge of project management methodologies (Agile, Waterfall, Hybrid) with ability to apply Hybrid models in government or regulated projects.
Proven stakeholder and vendor management experience, including coordination with government authorities and international suppliers.
Advanced presentation, reporting, and executive communication skills, with ability to prepare clear dashboards and deliver concise updates to senior management.
Hands-on risk, issue, and change management experience, ensuring effective escalation and mitigation planning.
Proficiency in project management tools (e.g., Microsoft Project, JIRA, Teams, Asana, Trello).
Strong interpersonal and mentoring skills, capable of guiding and training project teams in best practices and lessons learned.
Fluency in Azerbaijani and English (both written and verbal) is mandatory; Turkish/Russian is an asset.
