  • Strategic Planning: Collaborate with senior management to develop and implement strategic plans and roadmaps for digital services and programs, ensuring alignment with organizational goals and objectives.;
  • Project Management: Lead the planning, execution, monitoring, and controlling of multiple projects and programs simultaneously, ensuring adherence to budget, timeline, and quality standards.;
  • Stakeholder Engagement: Build and maintain strong relationships with internal stakeholders, government agencies, industry partners, and other relevant entities to facilitate collaboration and information exchange. Resource Management: Allocate resources effectively across projects, including personnel, budget, and technology infrastructure, to optimize project delivery and maximize efficiency:;
  • Risk Management: Identify potential risks and issues early in the project lifecycle, develop mitigation strategies, and proactively address challenges to minimize impact on project outcomes;
  • Quality Assurance: Establish and enforce quality assurance processes and standards to ensure the reliability, security, and usability of digital services and platforms;
  • Change Management: Drive organizational change by promoting the adoption of digital solutions and best practices among stakeholders and end-users, fostering a culture of innovation and continuous improvement. Performance Monitoring: Track and evaluate key performance indicators (KPIs) and metrics to measure the success and impact of programs and use data-driven insights to inform decision-making and drive improvements;
  • Compliance and Regulations: Stay abreast of relevant laws, regulations, and industry standards related to electronic and digital services, and ensure compliance with applicable requirements.;
  • Documentation and Reporting: Prepare regular progress reports, presentations, and documentation for internal and external audiences, providing updates on project status, milestones achieved, and future plans.

Tələblər

• Bachelor's degree in business administration, public administration, information technology, or a related field. Advanced degree preferred;

• Proven experience (5 years) in program management, preferably within the public sector or government agencies;

• Strong understanding of digital technologies, platforms, and trends, with the ability to leverage technology to drive innovation and improve service delivery;

• Excellent leadership, communication, and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders and influence decision-making at all levels of the organization.;

• Project management certification (e.g., PMP, Prince2) is desirable;

• Knowledge of government procurement processes, regulations, and compliance requirements are a plus.
