Ensure the effective and smooth operation of the Human Resources Department and compliance with all policies and procedures outlined in the internal operations manual.

Prepare and update the internal operations manual for the Human Resources Department.

Ensure all employee records are kept up to date (including annual leave, business trips, and medical leaves).

Assist in ensuring compliance with all HR policies and procedures set by the company/hotel.

Ensure strict compliance with labor legislation regulated by the state and assist in its implementation.

Manage programs organized by the hotel to improve employee welfare and ensure that offered benefits remain relevant and competitive in the local market.

Support the hotel’s focus on service excellence by recruiting competent and skilled employees to deliver exclusive services to external customers (guests).

Ensure that staff members provide professional, polite, and attentive service to other employees (internal customers) and guests of other departments.

Assist department heads in matters such as improving productivity and minimizing unnecessary payroll expenses, and support the calculation of staffing levels and payroll systems.

Be informed about productivity ratios (and other key performance indicators), and prepare monthly reports on employee turnover, sick leave, and paid leave.

Ensure the research and provision of competitive benefits/salaries/incentive packages.

Manage the operational budget of the department, monitor all expenses, and ensure proper authorization of expenditures.

Ensure compliance with the financial documentation and licensing regulations, policies, and procedures set by the hotel, company, and local authorities; ensure timely and accurate reporting of financial data.

Assist in maintaining equipment designated for employee use in accordance with Courtyard Baku standards.

Manage all internal transfers.

Coordinate discussions on improving employee performance indicators and planning the succession process.

Be responsible for the management of salaries and wages for employees.

Assist in the preparation of documents such as annual salary and benefit research, business plans, and workforce planning.

Communicate with labor protection authorities and labor law experts, and possess in-depth knowledge of local labor legislation.

Be responsible for managing all types of employee leave.

Assist the Training Manager in conducting orientation training sessions.

Support the General Manager, Head of HR, and engineering technologists by addressing staff concerns, understanding their goals, seeking possible solutions, and providing advice and guidance to elevate the professionalism and quality of the hotel staff.

Recruit staff for the HR department, organize and supervise training for them, and provide continuous information about the organization's strategies, programs, and procedures. Direct and lead the daily activities of the HR department, prepare the annual HR budget, authorize expenditures, and ensure the budget is properly implemented. Ensure the HR department provides high-level service to leadership and all employees.

Inform and instruct senior HR staff through verbal presentations and written guidelines on methods for conducting interviews for recruiting new, professional, and effective HR staff. Conduct meetings with candidates for leadership positions for recruitment purposes.

Ensure the development and realization of the full potential of HR staff through organizing, managing, and monitoring training programs. Provide guidance for training sessions, analyze current and proposed work methods, and consult with senior HR staff to recommend improvements for better organizational performance.

Develop and implement activity strategies and programs related to managing all hotel employees to foster a positive and productive work environment.

Review current management practices, implement new work procedures, and report organizational needs for performance improvement in written and verbal form. Ensure compliance with labor legislation, federal regulations, and court decisions related to human resources. Oversee the Affirmative Action Program (measures against discrimination in HR hiring).

Monitor and ensure fair and accurate distribution of salaries and bonuses, analyze and apply data from reports, guidelines, and/or computer systems.

Manage human resources and labor relations. In non-union hotels, this means ensuring and promoting positive relations within the HR department, properly implementing and managing the "open-door" policy. If the hotel has a collective bargaining agreement, the HR manager's responsibilities include participating in negotiations, handling grievances, and managing mediation and arbitration activities.

Monitor HR changes closely and review related documentation to ensure fairness and accuracy. Approve all documents used in the HR department, such as termination and job application forms. Evaluate and analyze past and projected expenses using moderately complex mathematical calculations to prepare HR department budget forecasts.

Oversee programs related to occupational safety and employee compensation.

Maintain confidential records for all hotel employees and prepare employee files as needed.

Prepare, write, and send notifications, such as letters announcing reviews of HR programs and strategies.

Carry out other duties assigned by the General Manager, such as quality assurance programs, HR audits, and cultural diversity initiatives.

Ensure all employees are treated fairly and ethically in accordance with the terms and conditions of their employment contracts, local legislation, and company/hotel policies and procedures.

Oversee the recruitment and selection process of hotel employees, providing department and section heads with effective and efficient hiring solutions.

Support the development of executive and managerial staff within the hotel through the implementation of an effective succession plan.

Maintain close and professional working relationships with all levels of employees within the hotel, with particular attention to their personal well-being, safety, and development.

Encourage employees to be creative and innovative, and motivate and reward them for contributing to the success of the department and the hotel.

Collaborate with the Training Associate and In-House Trainers to plan and implement effective training programs for employees.

Share the results of Employee Opinion Surveys with employees and ensure that appropriate changes are made, and that effective action plans are developed in collaboration with employees.

Prior experience in the hospitality industry is essential, preferably in a hotel HR role.

Strong knowledge of Azerbaijani labor law and HR best practices.

Fluency in Azerbaijani and English is required. Russian is a plus.

Ability to maintain a professional appearance and adhere to grooming standards.

Strong interpersonal, organizational, and problem-solving skills.

Capable of working in regional areas of Azerbaijan.

Flexibility to adapt to operational changes and willingness to assist across departments when needed.

Punctuality, attention to detail, and commitment to attending trainings and meetings as required.
